The list of qualifications to run for Halifax Regional Council is surprisingly short: complete a form including five registered voters’ signatures, prove you paid your municipal taxes, and pay a $200 fee.
But once you win, what does it take to be effective? That’s the question my editor asked me to answer in this cover story. I spoke to people who study municipal politicians, current and former councillors, and local voters to craft my answer.
